Turkey made the first anti-dumping sunset review of China-related stainless steel welded pipe:
On December 31, 2018, the Turkish Ministry of Trade issued notice No. 2019 / 3 on stainless steel welded pipes originating in mainland China and Taiwan (Turkish: Paslanmaz ç elikten olanlar) to make a final decision on the sunset review of anti-dumping. Decides to continue to impose anti-dumping duties on products involved in the case on CIF basis (CIF) as follows: Foshan Guangshang stainless Steel Co., Ltd. (Foshan Vinmay Stainless Steel Co.,Ltd.) is 13.82%, Foshan Nanhai QiuxunStainless Steel Product Co.,Ltd. And other enterprises involved in the case in mainland China were 20.50%, while those in Taiwan were 7.98% and 11.50%. The Turkish tax numbers of the products involved are 7306.40.20.90.00, 7306.40.80.90.00 and 7306.61.10.00.00.
Eurasian Economic Union (Eurasian Economic Union) investigation on safeguard measures for imported stainless Steel welded Pipe:
On March 4, 2019 / 159/SG12, the Eurasian Economic Union (Eurasian Economic Union) decided to initiate a case investigation into the import of stainless steel welded pipes on the basis of the applications of stainless steel manufacturers, such as stainless steel manufacturers, stainless steel manufacturers and stainless steel manufacturers. The Eurasian Economic Union tax numbers of the products involved are 7306 40 200 9, 7306 40 800 1, 7306 40 800 8, 7306 61 100 9, 7306 69 100 9.
Mexico initiates anti-dumping investigation against cold-rolled stainless steel plates involving China:
On April 5, 2019, the Mexican Ministry of economy issued a notice in the official Gazette of the local enterprise OutokumpuMexinox, S.A. De C.V. It was decided to initiate an anti-dumping investigation into cold-rolled stainless steel plates originating in mainland China and Taiwan (: productos planos de aceroinoxidable laminados en Fr í o in Spanish). The TIGIE tax numbers for the products involved are 7219.34.01, 7219.35.01, 7220.20.02, 9802.00.01, 9802.00.02, 9802.00.03, 9802.00.07, 9802.00.10, 9802.00.13 and 9802.00.19. The resolution shall enter into force the day after its promulgation. The period of dumping investigation in this case is from October 1, 2017 to September 30, 2018, and the period of damage investigation is from October 1, 2015 to September 30, 2018.
Taiwan has made initial countervailing measures against cold-rolled stainless steel in mainland China:
On May 20, 2019, the competent financial department of Taiwan region issued a notice to make a preliminary countervailing ruling on SUS 300 Series Flat-rolledProducts of Stainless Steel, Cold-rolled "cold-reduced", Whether in Coils or Sheets) imported from mainland China: it was preliminarily ruled that there were government subsidies for the products involved in the case in mainland China, but did not cause damage to the relevant industries in Taiwan, so temporary countervailing measures were not implemented for the products involved in the case. Taiwan's financial authorities expect the final verdict to be made within 60 days from the day after the initial verdict. The tax numbers of the products involved are 7219329011, 7219329012, 7219329019, 7219339011, 7219339012, 7219339019, 7219349011, 7219349012, 7219349019, 7219359011, 7219359012, 7219359019, 7220209011, 7220209012 and 7220209019. On April 16, 2018, Taiwan launched a countervailing investigation into imports of 300 series cold-rolled stainless steel from mainland China.
Investigation on the initiation of double reverse Sunset Review of stainless Steel welded pressure Pipe in China in the United States:
On June 4, 2019, the US Department of Commerce issued a notice initiating the second anti-dumping and countervailing sunset review investigation on stainless steel welded pressure pipe (Circular WeldedAustenitic, Stainless Pressure Pipe) imported from China, and initiating the first anti-dumping sunset review investigation on stainless steel welded pressure pipe imported from Malaysia, Thailand and Vietnam. At the same time, the US International Trade Commission (USITC) launched the second anti-dumping and countervailing sunset review of industrial damage investigation on the products imported from China, and launched the first anti-dumping sunset review industrial damage investigation on the products imported from Malaysia, Thailand and Vietnam. If the double countermeasures are cancelled, within a reasonably foreseeable period, Whether the substantial damage caused by the import of the products involved to the domestic industry in the United States will continue or recur. Stakeholders shall submit a response registration to the United States Department of Commerce within 10 days of the date of this announcement, and shall submit a reply to the United States International Trade Commission by July 3, 2019, and comments on the adequacy of the response to the case to the United States International Trade Commission no later than August 15, 2019.
India initiates anti-dumping investigation against flat rolled stainless steel products involving China:
On July 3, 2019, the Indian Ministry of Commerce and Industry issued a notice saying that in response to a joint application submitted by the Indian stainless Steel Development Association and Indian domestic enterprises JindalStainless Limited, JindalStainless (Hisar) Limited and JindalStainless Steelway Limited, Initiation of anti-dumping investigation into (Flat Rolled Products of Stainless Steel) of stainless steel flat rolled products originating or imported from mainland China, South Korea, European Union, Japan, Taiwan, Indonesia, United States, Thailand, South Africa, United Arab Emirates, Hong Kong Special Administrative region, Singapore, Mexico, Vietnam and Malaysia. This case mainly concerns products under Indian customs codes 7219 and 7220. The period of dumping investigation in this case is from April 2018 to March 2019 (12 months), and the period of damage investigation is 2015 ~ 2016, 2016 ~ 2017, 2017 ~ 2018 and dumping investigation period.
Australian stainless steel drawing deep water tank to start the first double reverse sunset review investigation:
On July 3, 2019, the Australian Anti-dumping Commission issued notice No. 2019 / 86, saying that on the application submitted by the Australian domestic enterprise OliveriSolutions Pty Ltd, the first anti-dumping and countervailing sunset review investigation was launched against (Deep Drawn Stainless Steel Sinks), a stainless steel drawing deepwater tank imported from China. The period of dumping investigation in this case is from July 1, 2018 to June 30, 2019. The Australian customs code of the product involved is 7324.10.00.52. On March 18, 2014, the Australian Anti-dumping Commission launched an anti-dumping and countervailing investigation into the deep water tank drawn by Chinese stainless steel. On March 26, 2015, Australia made a positive and negative final verdict on the case.

Taiwan makes final countervailing measures against cold-rolled stainless steel in mainland China:
On July 12, 2019, the competent department of finance in Taiwan issued a public announcement. Countervailing the import of 300 series cold rolled stainless steel (SUS 300 seriesflat-rolled products of stainless steel, cold-rolled "cold-reduced", whether in coils or sheets) originating in mainland China: Shanxi Taigang stainless Steel Co., Ltd., Tianjin Taigang Tianguan stainless Steel Co., Ltd., Taigang stainless Steel Hong Kong Co., Ltd., Taigang Import and Export (Hong Kong) Co., Ltd. The subsidy rate of all mainland Chinese producers / exporters is 43.86%. The products involved include steel plates and coils, with tax numbers of 7219329011, 7219329012, 7219329019, 7219339011, 7219339012, 7219339019, 7219349011, 7219349012, 7219349019, 7219359011, 7219359012, 7219359019, 7220209011, 7220209012 and 7220209019. Based on the final affirmation of countervailing by the competent financial authorities in Taiwan, the competent economic authorities in Taiwan will make a ruling on industrial damage in this case. On April 16, 2018, Taiwan launched a countervailing investigation into cold-rolled stainless steel in mainland China. On May 20, 2019, Taiwan made a preliminary countervailing ruling on the products involved in the case in mainland China.
Brazil made the first anti-dumping sunset review of austenitic stainless steel circular welded pipes in mainland China and Taiwan:
On July 25, 2019, the Brazilian Ministry of Economic Affairs issued decree No. 506 on austenitic stainless steel circular welded pipes originating in mainland China and Taiwan (Portuguese: tubos com costura, de a ç oxide á veis austenite í ticos graus 304e 316, de se ã o o circular) issued the first anti-dumping sunset review final verdict: 1. To continue to impose anti-dumping duties on the products involved in the case in mainland China for a period of five years; 2. To terminate the investigation of the products involved in the case in Taiwan, it is not recommended to continue to extend the anti-dumping duty on imported products in Taiwan (except for (Yc Inox Co, Ltd.) of Yunqiang Industrial Co., Ltd.). The specific amount of tax is shown in the table below (tax form of the enterprise involved in the case). The tax numbers of the products involved are 7306.40.00 and 7306.90.20.
India makes a final countervailing award on China-related welded stainless steel tubes:
On July 31, 2019, the Indian Ministry of Commerce and Industry issued a notice saying that the final countervailing award was made for welded stainless steel pipe (Welded Stainless Steel Pipes and Tubes) originating in or imported from China and Vietnam: the products involved in the case in China and Vietnam were subsidized and caused substantial damage to the domestic industry in India, and there was a causal relationship between the subsidy and the substantial damage to the domestic industry in India. Therefore, it is proposed to impose a countervailing duty on the products involved in the above-mentioned countries for a period of five years. The specific tax rates are shown in the table below. This case concerns products under Indian customs codes 73064000, 73066100, 73066900, 73061100 and 73062100.
India makes final Anti-dumping verdict on China-related non-Cobalt High Speed Steel products:
On August 1, 2019, the Indian Ministry of Commerce and Industry issued a notice saying that the final anti-dumping award was made on (High Speed Steel of Non Cobalt Grade), a non-cobalt high-speed steel product originating or imported from China, Brazil and Germany: the products involved in the case were dumped by China, Brazil and Germany, and caused substantial damage to India's domestic industry, and there was a causal relationship between dumping and substantive damage to India's domestic industry. Therefore, it is proposed to impose an anti-dumping duty on the products of the above-mentioned countries for a period of five years. The specific taxes are shown in the table below. This case involves products under Indian customs codes 72281010 and 72281090 and other products under 7228.
The European Union has launched an anti-dumping investigation into hot rolled stainless steel sheets and coils involving China:
On August 12, 2019, the European Commission issued a notice saying that on the application of the European Iron and Steel Association (the European Steel Association) on behalf of the EU hot rolled stainless steel coil manufacturer on June 28, 2019, the European Commission launched an anti-dumping investigation into the hot rolled stainless steel coil (Hot Rolled Stainless Steel Sheets and Coils) originating in mainland China, Taiwan and Indonesia. The customs codes of the products involved are 7219 11, 7219 12, 7219 13, 7219 14, 7219 22, 7219 23, 7219 24, 7220 11 and 7220 12. The investigation period of dumping and injury in this case is from July 1, 2018 to June 30, 2019. The damage analysis period is from January 1, 2016 to the end of the dumping and injury investigation period.
Brazil made the final verdict of the first anti-dumping sunset review on China's seamless carbon steel pipe:
On August 30, 2019, the Brazilian Ministry of Economic Affairs issued decree No. 543 on seamless carbon steel pipes originating in China (: tubos de a ç o carbono, semcostura, de condu ã o (line pipe) in Portuguese), which made the first anti-dumping sunset review and decided to continue to impose anti-dumping duties on the products involved for a period of five years, as shown in the table below (tax form of the enterprises involved). The outer diameters of the products involved range from 5 inches (141.3 mm) to 14 inches (355.6 mm) for oil and gas pipelines. The tax number of the products involved in the case is 7304.19.00. On June 21, 2012, Brazil launched an anti-dumping investigation into seamless carbon steel tubes originating in China. On 4 November 2013, Brazil issued a final affirmative verdict on the case. On November 1, 2018, Brazil launched its first anti-dumping sunset review investigation into Chinese products involved in the case.
Malaysia has made an initial anti-dumping ruling on cold-rolled coils of China-related iron or non-alloy steel:
On August 27, 2019, the Ministry of International Trade and Industry of Malaysia issued a notice to make an initial anti-dumping ruling on iron or non-alloy steel cold rolled coils of width ≥ 1300mm originating from or imported from China, Japan, South Korea and Vietnam: it was preliminarily determined that the dumping margin of the products involved was 0% to 26.39%, and decided to impose a provisional anti-dumping duty equivalent to the dumping margin in the form of margin. The measure, which took effect on 27 August 2019, is valid for 120 days. The products involved in the case used in automobile and fin transformer terminals are not applicable to the above anti-dumping measures. The Ministry of International Trade and Industry of Malaysia is expected to issue a final anti-dumping verdict on this case by 24 December 2019. On March 29, 2019, Malaysia launched an anti-dumping investigation into cold-rolled iron or non-alloy steel coils originating or imported from China, Japan, South Korea and Vietnam.
